What are the 8 on-going annual programs in the Capital Improvement Program?
The annual programs are:
Annual Pavement Resurfacing
This on-going program consists of performing pavement resurfacing each year per the recommendation of the City’s computerized Pavement Management System. The primary resurfacing treatments are overlays (a new layer of asphalt placed on top of existing pavement) and slurry seals (sealing the entire street surface with an asphalt emulsion/sand slurry)
Bicycle and Pedestrian Improvements Program
This on-going program provides funding to undertake various bicycle and pedestrian related improvements throughout the City in accordance with the City’s Bicycle and Pedestrian Master Plan, which was adopted by the City Council in July 2004. This program is used to fund a wide array of improvements, including but not limited to new bike trails/lanes, new sidewalks, sidewalk replacement, curb ramp improvements, high-visibility crosswalks, countdown pedestrian signals, pedestrian refuges, etc. This program is also used to provide required local matching funds for bicycle and pedestrian related project with State and/or Federal grants.
Curb, Gutter, and Sidewalk Repair Program
This program is used to fund various types of repairs to curbs, gutters, and sidewalks throughout the City. Priority for repairs is given to safety-related problems and those which have been requested by citizens.
Accessibility Improvements Program
This program provides funding to upgrade curb ramps to current Americans with Disabilities Act standards, along with related improvements that improve mobility for disabled citizens (e.g. sidewalks that are uneven or slope too much.)
Program Management/Advanced Planning
This program provides funding to plan and administer the City's transportation program, which involves activities such as:
- Studying the need for, and feasibility of, specific transportation improvements.
- Participating in regional transportation planning efforts (coordinating with outside agencies such as the Sacramento Area Council of Governments, the Sacramento Transportation Authority, and the Connector Road Joint Powers Authority).
- Identifying funding needs and securing outside funding opportunities.
- Developing the Transportation Improvement Program.
- Maintaining and updating the City’s Pavement Management Program.
- Expenditures to California Strategies.
- City’s local contribution to the Connector JPA operations (Gas Tax funded only).
- Traffic Sign Improvement Program
This program is dedicated to improving roadway safety through upgrading existing and/or adding new high-visibility traffic signs conforming to current City and State Standards. For fiscal years 2004-05 and 2005-06 and 2006-07 the program has been devoted to converting existing County street name signs with City standard high-visibility signs and upgrading existing stop signs where needed throughout the City. After this conversion is complete, the program will involve adding and/or replacing traffic signs where there is an identified need.
Neighborhood Livability (Speed Control Program)
This program is dedicated to improving safety in residential areas by implementing various strategies to manage vehicle speeds. Through outreach done in neighborhoods interested in participating in the program, draft neighborhood strategies are developed, voted on by area residents, and ultimately recommended to the City Council for approval to implement. The measures proposed often include traffic circles, speed cushions, striping and/or signage changes.
Traffic Signal Improvements Program
This program is dedicated to making improvements to existing signalized intersections and/or installing new traffic signals that are not funded through other means. Improvements to existing intersections may include adding turn lanes, modifying signal timing, installing signal interconnects, adding pedestrian safety enhancements, and/or other improvements to improve the safety and operations of signalized intersections.
Where do the funds come from to pay for these capital improvements and the on-going eight programs?
Funds come from a variety of resources at the federal, state, and local level. Most of the projects in the City of Elk Grove are financed through development impact fees such as the Capital Facilities Fee or the Elk Grove Roadway fee. Whenever possible, City of Elk Grove secures federal and state grants to help finance large scale improvements that benefit the whole region such as interchange improvements.
How do I know when work for a project will begin or when it will be complete?
There is a project manager in the City for every project. If you know the location of the project, contact the Public Works department and city staff will track down the person who can provide information on the project.
There seems to be a lot more roadway projects in construction than identified in the city’s CIP. Why is that?
Developers are required to build and construct roadway facilities as part of their development. Those projects not identified in the city’s CIP are developer projects.
