Capital SouthEast Connector JPA, also know as the Elk Grove-Rancho Cordova-El Dorado Connector. Five stakeholder jurisdictions (Elk Grove, Folsom, Rancho Cordova, El Dorado County, and Sacramento County) have formed a joint powers authority (JPA) to assume responsibility for the project.
