What are these projects?
The Grant Line Road/State Route 99 Interchange (currently under construction) and the Grant Line Road Widening (planned for future construction) are critical transportation improvements by the City of Elk Grove. The City has taken an aggressive approach to improving local infrastructure, both to better serve the existing community and to accommodate any planned growth within the City.
What is the purpose of these projects?
These projects are being built to improve traffic circulation in the southern portion of Elk Grove. Currently, both the existing interchange—one of the oldest on SR 99—and Grant Line Road west of Bradshaw Road are operating above their designed capacity, posing safety concerns and hampering traffic flow during peak periods.
Modernizing the interchange and widening the most heavily traveled section of Grant Line Road will help accommodate current and projected traffic volumes along the corridor. With a number of approved and proposed development projects located near the southern City limits, many of the vehicle trips generated by these developments would travel through the Grant Line Road corridor.
What specific improvements are being planned?
Grant Line Road/SR 99 Interchange improvements, which are currently being constructed, include:
- Reconstructing the interchange in a partial cloverleaf configuration to accommodate up to eight lanes on SR 99, with two-lane off-ramps and diagonal and loop on-ramps
- Replacing the existing Grant Line Road overcrossing with a new six-lane structure, expandable in the future to eight lanes
- Installing on-ramp metering with high-occupancy vehicle (HOV) bypass lanes
- Creating a “gateway” monument signifying the southern entry point to the City of Elk Grove
- Adding new sidewalks and bicycle lanes, with safer crossings at on-ramps and off-ramps
- Realigning East Stockton Boulevard (see map)
Along with other City roadway improvements, the new interchange will improve mobility and access to businesses, homes, and planned future development, including the future Elk Grove Regional Mall, which will be built on land directly northwest of the new interchange. Meanwhile, better customer and delivery access to existing businesses and industrial and commercial facilities along the city’s southern edge will also be realized.
To help manage traffic flow until the interchange is reconstructed, an interim traffic signal has been installed at the intersection of East Stockton Boulevard and Grant Line Road.

What is the current status of the projects, and what are the next steps?
Grant Line Road/SR 99 Interchange improvements
The interchange is currently under construction, with anticipated completion in the fall of 2008. Initial construction mobilization occurred in November and December of 2006, with more significant work activities beginning in January 2007. Throughout construction, the City and its crews will coordinate closely with area businesses and landowners, as well as keep residents and the traveling public well informed about any activities that may affect traffic.
